Towards more effective roles for human rights activists and organizations

 

From its belief in the very important role of Human Rights activists and organizations in reinforcing the values and culture of human rights and democracy in the whole Arab world, protecting and spreading human rights, and providing the social climate that is necessary for full and effective application of human rights, the Arab Program for Human Rights Activists is anxiously observes the massive violations of human rights that are widespread in all countries of the Arab world. These violations are committed against human rights activists themselves as exemplified in Morocco where eight human rights activists affiliating to the Moroccan organization for human rights are sentenced to prison ranging from one to three years in prison in addition to the amercement in charge of destabilizing the monarchy, only for the slogans they released during one of their demonstrations that criticized monarchy. The state of human rights is not better in Saudi Arabia and Libya where human rights activities are banned altogether and where authorities chase those who individually defend human rights or criticize violations of human rights.

Human rights violations may be committed against a specific territory or group of people with depriving human rights activists from playing their roles. Yemen is an example of this last case. In Saada events the government blocked all roads to and from the territory and prevented human rights activists from coming close to the territory. Other examples of this same case are the Darfur struggle in Sudan the events of Nahr Al-Barid phalestinian camp in Lebanon , the civil struggles in occupied Palestine and iraq . All these cases witness severe violations all human rights that are secured by several international conventions and charters.

the Arab Program for Human Rights Activists cndemns these violations either against human rights activists or against citizens and peoples. In light of the International; Declaration of Human Rights Defenders , the Arab Program for Human Rights Activists stresses the fact that the role of human rights activists can not be confined to defending human rights but goes beyond this to a broader scope. They are also responsible for building a national and international social system in which all human rights activists and citizens can enjoy all the rights and freedoms that are guaranteed by international conventions and charters. Furthermore, human rights activists have a role to play in securing democracy and reinforcing democratic societies, institutions and processes (the international declaration of human rights, article 18).

Therefore, the Arab Program for Human Rights Activists appeals to all human rights activists and organizations to assume their effective roles recognized by the International Derclaration for Human Rights Defenders bridging the arbitrary gap made by Arab regimes and their information and legislation systems between what belongs to politics and what belongs to human rights.

نحو أدوار أكثر فاعلية لنشطاء مؤسسات

حقوق الإنسان

  إيماناً‮ ‬من البرنامج العربي‮ ‬لنشطاء حقوق الإ بأن لنشطاء ومؤسسات ومنظمات المجتمع المدني دور بالغ الأهمية في تعزيز قيم وثقافة حقوق الإنسان والديمقراطية في كافة أنحاء العالم العربي، والدفاع عنها ونشرها، وتهيأة المناخ الاجتماعي لممارستها ممارسة فعالة غير منقوصة.

فإنه‮ ‬ينظر بعين القلق إلى ما‮ ‬يجتاح العالم العربي‮ ‬من أدناه إلى أقصاه من انتهاكات جسيمة لحقوق الإنسان،‮ ‬إما أنها تطال النشطاء أنفسهم كما الحال في‮ ‬المملك حيث يقضي ثمانية نشطاء من أعضاء الجمعية المغربية لحقوق الإنسان عقوبة السجن والتي تتراوح من عام إلى ثلاثة أعوام فضلاً عن الغرامة بتهمة "زعزعة الحكم الملكي"  وذلك بسبب ما نسب إليهم من إطلاق شعارات تنتقد نظام الحكم الملكي‮ ‬أثناء أحد المظاهرات السلمية‮. ‬وكذلك الحال في‮ ‬المملكة السعودية والجماهيرية ا واللتان لا يسمح فيهما بأية أنشطة حقوقية مع ملاحقة السلطات فيهما لمن يقوم بأي نشاط فردي في الدفاع عن أو أنتقاد انتهاكات حقوق الإنسان.

أو أنها انتهاكات تطال إقليم معين أو فئة معينة مع عدم تمكين النشطاء من ممارسة أدوارهم كما هو الحال في‮ ‬الي في‮ ‬احداث "صعدة الدامية‮" ‬والتي‮ ‬أغلقت السلطات كل الطرق المؤدية إليها ومنعت نشطاء حقوق الإنسان من مجرد الاقتراب من المنطقة؛ ومثل الأحداث الدامية التي‮ ‬تجري‮ ‬في‮ ‬مخيم نهر ال ومن ناحية ثالثة هناك صراع الفرقاء تحت الاحتلال مثلما الحال في "فلسط" و"العراق"،‮ ‬إضافة إلى مأساة المنطقة العربية الجديدة "دا" وما تخلفه تلك المأساة من أوضاع إنسانية بالغة التردي مع ملاحظة ما تمثله من خروقات واضحة لما أفرزته القرائح البشرية عبر التاريخ من صكوك واتفاقيات دولية تعني بالدفاع عن حقوق الإنسان وحرياته الأساسية سواء في زمن السلم الذي شيدت الأمم المتحدة للعمل على صونه وإقراره- أو في زمن الحرب.

 وإذ يعرب البرنامج العربي عن إدانته لكافة الممارسات التي تنال من نشطاء حقوق الإنسان بشكل مباشر أو تلك التي تنال من حقوق وحريات المواطنين ومن ثم من نشطاء حقوق الإنسان بشكل غير مباشر، فإنه يؤكد وفي ضوء الإعلان العالمي لحماية المدافعين عن حقوق الإنسان بأن دور النشطاء لا يقتصر على الدفاع عن حقوق الإنسان وحرياته وإنما يتجاوز ذلك إلى آفاق أكثر رحابة تتمثل في تعزيز نظام اجتماعي ودولي يتمكن فيه النشطاء والأفراد على حد سواء من ممارسة كافة حقوقهم وحرياتهم التي أقرتها المواثيق الدولية كما أن للنشطاء دور في صون الديمقراطية وفي تعزيز المجتمعات والمؤسسات والعمليات الديمقراطية والنهوض بها (م 18 من الإعلان).

 ومن ثم يناشد البرنامج العربي جميع نشطاء حقوق الإنسان، أفراداً ومؤسسات القيام بأدوارهم الفاعلة، التي أقرها الإعلان العالمي للمدافعين عن حقوق الإنسان، دون الوقوع في أسر الفصل التعسفي الذي تستخدمه السلطات العربية وأبواقها الإعلامية والتشريعية فيما بين ما هو سياسي وما هو حقوقي.
