The Sudanese Government Wages War on a Refugees' Camps

The Sudanese Government launched a military campaign on the refugee camp of "Kalma", near the city of Neyla, the capital of Southern Darfur on August 25th under the pretext that rebels use the camp as a base to attack Sudanese forces.  The police laid siege around the camp using more than 100 armored vehicles then opened fire on the camp, which resulted in the death of 33 persons and the injury of more than a 100.  All causalities were civilians not involved in the raging conflict in Darfur.  No news was received about the death of any rebel that the police claimed to be in the camp.  The Sudanese Police repeated laying siege around the camp of "Kalma" on Tuesday evening, which causes concern for the bloodshed to be repeated once again.

It is worth mentioning that the camp of "Kalma" hosts more than 90,000 refugees who left their home towns as a result of the raging armed conflict in Darfur for the past five years.  Opening fire on such a big number of people signals the possibility of the killing and injury of a huge number of civilians.

The Arab Program for Human Rights Activists denounces the latest incident and considers it a crime against humanity and a stark infringement of international conventions that hold the Sudanese Government accountable to honor them and to work according to them in protecting civilians in times of armed struggles; as stipulated by the clauses and articles of Geneva 2nd Agreement that was acknowledged by the international community in August, 1949.  The Arab Program also reaffirms the responsibility of the Sudanese Government about this crime and warns it of repeating it for a second time.  It also holds it completely responsible about the lives of civilians in this camp in case a second attack takes place as its siege of the camp continues.

The Arab Program demands that the Sudanese Government shows self control and deals with the crisis of Darfur from the International Humanitarian Law pretext and not from momentary calculations and narrow political interests that are harming Sudan's status in the international community.  The Program also demands a quick and a prompt interrogation to find out the reasons and the results of such an incident; in addition to putting those responsible on trial, regardless of their positions or titles.  It is also requested that appropriate compensations are given to the families of the victims of this armed attack in compliance with International Law, treatment of the injured and the permission to transport them outside the besieged camp to receive appropriate medical care.

بيان عاجل – السودان

الحكومة السودانية تعلن الحرب علي معسكرات اللاجئين

          قامت الشرطة السودانية بتجريد حملة عسكرية علي معسكر"كلما" للاجئين القريب من مدينة نيالا عاصمة ولاية جنوب دارفور يوم 25 أغسطس الجاري تحت زعم أن المتمردين يتخذون من المعسكر قاعدة لمهاجمة القوات السودانية، وقد حاصرت الشرطة المعسكر بأكثر من مائة عربة مدرعة ثم بدأت في إطلاق النيران علي المعسكر مما أدي إلي مقتل 33 شخص وإصابة أكثر من مائة جميعهم من المدنيين من غير أطراف الصراع الدائر في دارفور، ولم يرد أي نبأ عن مصرع أحد من المتمردين الذين زعمت الشرطة وجودهم في المعسكر، ويذكر أن الشرطة السودانية أعادت حصار المعسكر مرة ثانية مساء أمس الثلاثاء، الأمر الذي يخشي معه تكرار ما حدث مرة ثانية.

          وجدير بالذكر أن معسكر "كلما" يضم بين جنباته أكثر من 90 ألف لاجئ  تركوا ديارهم بسبب النزاع المسلح الدائر في دارفور منذ سنوات خمس، وفتح النيران علي مثل هذا العدد ينذر بوقوع أعداد هائلة من القتلي والجرحي من المدنيين .

          إن البرنامج العربي لنشطاء حقوق الإنسان إذ يستنكر ما حدث، فإنه يؤكد علي أن هذا الحدث يمثل جريمة إنسانية وقانونية وفقا للمواثيق الدولية التي تلزم الحكومة السودانية بالعمل علي حماية المدنيين في زمن الصراعات المسلحة وفقا لنصوص وأحكام اتفاقية جنيف الثانية والتي اقرتها الأسرة الدولية في أغسطس من عام 1949 ، ويؤكد البرنامج العربي علي مسئولية السلطات السودانية عن هذه الجريمة ويحذرها من أعادة ارتكابها مرة ثانية ويحملها المسئولية الكاملة عن أرواح المدنيين في المعسكر في حال القيام بهجوم ثاني يؤكده استمرار حصارها للمعسكر.

          ويطالب البرنامج العربي الحكومة السودانية بضرورة ضبط النفس والتعامل مع أزمة دارفور من منظور القانون الدولي الإنساني وليس من منظور الحسابات والمصالح السياسية الآنية الضيقة التي قد تسئ إلي مركز السودان وسط الأسرة الدولية، كما يطالبها بضرورة فتح تحقيق سريع وعاجل في اسباب وتداعيات هذا الحدث وسرعة تقديم المسئولين عنه إلي المحاكمة أيا كانت مواقعهم وصفاتهم. وتقديم التعويضات المناسبة لأسر ضحايا هذا الهجوم المسلح وفقا للقانون الدولي، وعلاج المصابين والسماح بنقلهم للعلاج خارج المعسكر المحاصر.
