Urgent – Sudan
Darfur under Siege

At a time when the international and Arab organizations are seriously working to lift off the suffering of the civilian inhabitants of Darfur  by attempting to reach agreements and effective mechanisms to stop the series of continuous killing, looting, burning of villages, forced migration and many other crimes that are taking  place in the province of Darfur since 2003.  In spite of all these efforts there are still Sudanese parties that are indifferent to the safety of the citizens of Darfur and are working according to schemes and their own personal interests.

In this context, the Sudanese security forces apprehended the lawyer/ Sati Al Hajj, who is a human rights activist in Sudan.  This incident took place last Monday, July 7th when he was interrogated for seven hours against the background of his defense of 30 persons that are accused of participating in an offensive of Darfurian rebels on the Sudanese capital, Al Khartoum, and he was threatened in case he continues their defense.

On the other hand, 7 members of UNAMID were killed in Darfur and 22 others were injured in an armed attack in which 40 vehicles took part.  Those vehicles were packed with armed persons and heavy machinery.  The attack took place in the area of "Um Haqeeba", north of Darfur on Tuesday evening, July the 8th.  The UNAMID force was attacked after returning from a fact finding mission concerning the killing of two members of the Movement of the Liberation of Sudan, "Meni Arko Minawi faction".  The attack lasted for two complete hours.

The Arab Program condemns those attacks that are taking place in Darfur and reconfirms that the Peace Keeping Forces had lost, lately, around 60 soldiers in sporadic attacks on the UNAMID in Darfur.  In addition, 160 cars from the humane relief caravans were stolen, which led the relief agencies to decrease their aid to Darfur to half.  The Program reaffirms that such unacceptable conduct reflects a strategic methodology of the Sudanese parties; which leads to the deterioration of the crisis and does not serve towards its resolution or the protection of the civilians from the effects of this bloody struggle.  The Program also asserts that the Sudanese Government is responsible about this situation due to its incomplete cooperation with the Peace Keeping Forces and with the International Criminal Court through the provision of protection for those whom the aforesaid court had summoned to question concerning the crimes that are happening in Darfur.   The government also did not honor its international commitments and obligations requested by the four Geneva Conventions, especially the 2nd Geneva Convention pertaining to the protection of civilians during armed struggle as well as the protocols annexed to it.

Subsequently, the Arab Program for Human Rights Activists requests from the Sudanese Government the necessity of complete commitment to the provisions and articles of the 2nd Geneva Convention; as well as using all its authority to protect the civilians in Darfur.  We call upon the government to collaborate with the Combined Peace Keeping Forces by protecting them from attacks on their soldiers that are taking place on nearly regular basis.  The Government is also requested to provide necessary protection for relief workers in order to secure the arrival of humane aid to the inhabitants of Darfur.  The Arab program requests the Sudanese authorities to lift its hands off human rights activists, guarantee of the freedom of opinion and expression, and the freedom of defense.  It will be held responsible for any attacks that happen against the legal activist, Lawyer/ Sati Al Hajj, due to his defense of human rights in just trial. 

The Arab Program beseeches concerned Arab and International organizations to express solidarity with the inhabitants of Darfur and to levy pressure on the Sudanese Government to stop the violations and the continuing armed attacks on relief caravans and the Combined Peace Keeping Forces.

بيان عاجل- السودان

دارفور تحت الحصار

        في الوقت الذي تسعي فيه المؤسسات الدولية والعربية للعمل بشكل جدي لرفع المعاناة عن مواطني دارفور من المدنيين ،ومحاولة التوصل إلي حلول وآليات ناجعة لوقف مسلسل القتل والنهب واحراق القري والتهجير القسري وغيرها من الجرائم التي تجري في إقليم دارفور منذ عام 2003 إلا أننا نجد أن الفرقاء السودانيين غير حريصين علي سلامة مواطني دارفور ويعملون وفق مخططات ومصالح خاصة بهم.

        في هذا السياق قامت أجهزة الأمن السودانية باعتقال المحامي/ساتي الحاج  وهو من المدافعين عن حقوق الإنسان بالسودان،يوم الإثنين الماضي 7يوليو الجاري والتحقيق معه لمدة سبع ساعات علي خلفية دفاعه عن 30 شخصا متهمين بالمشاركة في هجوم لمتمردي دارفور على العاصمة السودانية الخرطوم،وهدد إذا استمر في الدفاع عنهم.

        ومن جهة أخري:قتل سبعة من عناصر القوة المشتركة(اليوناميد) في دارفور وأصيب 22 آخرين في هجوم مسلح شاركت فيه أربعين مركبة مملوءة بالمسلحين والأسلحة الثقيلة وقد وقع الهجوم في منطقة "أم حقيبة شمال دارفور مساء الثلاثاء الماضي 8 يوليو الجاري أثناء عودة القوة  من مهمة للتحقيق في مزاعم قتل عضوين من حركة تحرير السودان"فصيل مني أركو مناوي"، واستمر الهجوم لمدة ساعتين كاملتين.

        إن البرنامج العربي إذ يدين تلك الأحداث التي تقع في دارفور وينوه إلي أن قوات حفظ السلام قد فقدت في الأونة الأخيرة نحو من ستين جنديا في هجمات متفرقة علي اليوناميد في دارفور ،كما تمت سرقة 150 سيارة من سيارات قوافل الإغاثة الإنسانية،مما حدا بالمؤسسات الإغاثية إلي خفض مساعداتها إلي دارفور إلي النصف،فإنه يؤكد أن مثل هذه التصرفات غير المقبولة، تمثل منهجا استراتيجيا للفرقاء السودانيين يدفع نحو تفاقم الوضع والأزمة لا إلي حلها أو حماية المدنيين من ويلات هذا الصراع الدامي،كما يؤكد البرنامج علي مسئولية الحكومة السودانية عن هذا الوضع،بسبب عدم تعاونها الكامل مع قوات حفظ السلام ومع المحكمة الجنائية الدولية واسباغها الحماية عمن طلبت المحكمة المذكورة استدعاؤهم للتحقيق معهم في الجرائم التي تجري بدارفور، كما أن الحكومة أخلت بتعهداتها والتزاماتها الدولية المفروضة عليها بموجب اتفاقيات جنيف الأربعة وخاصة اتفاقية جنيف الثانية الخاصة بحماية المدنيين في زمن الصراعات المسلحة والبروتوكولات الإضافية الملحقة بها.

        ومن ثم فالبرنامج العربي لنشطاء حقوق الإنسان يطالب الحكومة السودانية بضرورة الإلتزام الكامل بأحكام ومواد اتفاقية جنيف الثانية والعمل بما تملكه من سلطات لحماية المدنيين في دارفور ،وكذا يطالبها بضرورة التعاون مع قوات حفظ السلام المشتركة وتوفير الحماية لها من الهجمات التي تجري بشكل شبه دوري علي الجنود التابعين لها،وكذا العمل علي توفير الحماية اللازمة لعمال الإغاثة لتأمين وصول المعونات الإنسانية لمواطني دارفور. ويطالب البرنامج العربي السلطات السودانية برفع يدها عن نشطاء حقوق الإنسان وكفالة حرية الرأي والتعبير وحرية الدفاع ويحملها المسئولية عن أي اعتداء قد يقع علي الناشط الحقوقي والمحامي/ ساتي الحاج بسبب دفاعه عن حقوق الإنسان في المحاكمة العادلة.

        ويناشد البرنامج العربي المؤسسات العربية والدولية المعنية بالتضامن مع مواطني دارفور والضغط علي الحكومة السودانية لوقف نزيف الانتهاكات ومسلسل الهجوم المسلح علي القوافل الإغاثية وقوات حفظ السلام المشتركة.
