The Arab Ministerial Committee to Patronize Peace Talks

In Darfur

Is there going to be Substantial Change?

            The Arab Ministers of Foreign Affairs decided, at the end of their 130th Regular Session, to set up an Arab Ministerial Committee to plan and to patronize peace talks between the Sudanese Government and armed factions in Darfur.  Members of this committee are: Sheikh Hamad Bin Jasem Bin Jabr Al Thani, Prime Minister of Qatar, as president as well as the membership of Mr. Amr Mousa, Secretary General of the Arab League, Jean Beng, president of the African Union Commission and the ministers of foreign affairs of: Saudi, Algeria, Syria, Libya and Egypt.  Qatar will be hosting the expected talks.

             It is worth mentioning that the Arab Coalition for Darfur had sent an open letter to the Arab Ministers of Foreign Affairs during their bi annual 130th regular session, which took place on the 8th of September.  The letter beseeched them to undertake all available means and appropriate mechanisms to work towards alleviating the negative impact of the raging armed struggle in Darfur on civilians and to work on protecting and defending them.

             As a result, the Arab Coalition for Darfur hopes that the formation of this committee is the first step taken to uplift the sufferings of the inhabitants of Darfur and to undertake their true responsibility to solve this raging conflict in the said province in accordance with the relevant international conventions; especially the Geneva 2nd Agreement concerning the protection of civilians in times of armed struggle.  The Program also hopes that the efforts of this committee will not only focus on successive meetings without materializing into felt results on the reality of things.  

             The Coalition also reconfirms its readiness to completely collaborate with this committee to push its work towards the expected target, which is to realize a permanent and a just peace in Darfur; in addition to the stripping of the weapons of the armed militia and securing the arrival of different humane aid to affected civilians that are suffering from the continuation of the conflict that leads to their death and displacement to find themselves living in refugee camps that are lacking of the simplest necessities of life.

اللجنة الوزارية العربية لرعاية مباحثات السلام في دارفور

هل سيتمخض  الجبل  عن  مولودا أخر غير الفأر

قرر وزراء الخارجية العرب في ختام أعمال دورتهم العادية رقم 130 أمس ،تشكيل لجنة وزارية عربية لترتيب ورعاية محادثات سلام بين الحكومة السودانية والحركات المسلحة في دارفور،وتتشكل هذه اللجنة من كل من:الشيخ/حمد بن جاسم بن جبر آل ثاني رئيس وزراء قطر،رئيسا وعضوية كل من :عمرو موسي الأمين العام للجامعة العربية،جان بينج رئيس مفوضية الإتحاد الإفريقي ووزراء خارجية كل من:السعودية والجزائر وسوريا وليبيا ومصر ،وتستضيف قطر المحادثات المرتقبة.

وجدير بالذكر أن التحالف العربي من اجل دارفور كان قد وجه رسالة لوزراء الخارجية العرب إبان اجتماعهم في الدورة العادية نصف السنوية رقم 130 والتي انعقدت في 8سبتمبر الجاري ناشدهم فيها أن يتخذوا الوسائل والآليات المناسبة للعمل علي تخفيف الآثار السلبية للنزاع الدائر في دارفور والتخفيف عن المدنيين من جرائه والعمل علي حمايتهم والدفاع عنهم .

ومن ثم فإن التحالف العربي من اجل دارفور  يأمل أن يكون تشكيل هذه اللجنة هو الخطوة الأولي في رفع المعاناة عن مواطني دارفور ،وتحمل المسئولية الحقيقة في حل النزاع الدائر علي ارض الإقليم وفقا للمواثيق الدولية المعنية وخاصة اتفاقية جنيف الثانية بشأن حماية المدنيين في زمن النزاعات المسلحة،كما يأمل ألا يكون جهد اللجنة كله منصبا في اجتماعات تتلوها اجتماعات دون عمل حقيقي علي أرض الواقع.

ويؤكد التحالف علي استعداده للتعاون الكامل مع هذه اللجنة ،دفعا لأعمالها نحو الهدف المنشود وهو احلال سلام دائم وعادل في دارفور ونزع أسلحة الميليشيات وتأمين وصول المساعدات الإنسانية بأنواعها المختلفة إلي المدنيين المتضررين من استمرار وتواصل النزاع الذي يودي بأرواحهم ويشردهم في مخيمات تفتقر لأبسط مقومات الحياة.
