Open letter to Arab Leaders at the Doha Arab Summit

Arab Coalition for Darfur calls on Arab leaders for a gear change on Darfur

 - For more vision, determination and action not words as the conflict approaches its sixth anniversary with nothing to celebrate

The Arab Coalition for Darfur is united in concern at the deteriorating situation in Darfur, and urges your Excellencies the Arab leaders, upon the convening of the Arab Summit in Doha, to urgently work to find a solution to the crisis that will realize justice, peace and stability. The conflict is approaching its sixth anniversary with nothing to celebrate.

The Coalition, whose members include more than 60 Arab civil society organizations from 15 Arab countries, is alarmed at recent developments in Sudan. Following the ruling passed by the International Criminal Court, the need for a serious vision to resolve the crisis has become even more acute.

In recent months, violence has continued to rage between the Sudanese government and the armed groups in Darfur. Civilians continue to be attacked. In 2008 there were an additional 310,000 people displaced from their homes. Fighting in South Darfur in January 2009 between the government and the Justice and Equality Movement, displaced over 50,000 people from their homes. There are now 2.7 million people displaced by the conflict and living in camps.

Living conditions in these camps are now deteriorating following the government of Sudan's decision to expel 13 humanitarian organizations from northern Sudan, and dissolve three Sudanese organizations. The Coalition urges Arab leaders to encourage Sudan to reconsider this decision – which will jeopardize the lives of over a million Sudanese people in terms of access to food, health care and potable water. Many will be left without food aid, medical care and potable water. Together, these organizations provided around 50% of humanitarian aid in Darfur to the 4.7 million people now in need of assistance – as well as development aid in the rest of northern Sudan.

The Arab Summit offers a precious chance for Arab leaders to adopt a resolution to work to end the crisis in Darfur, by following these recommendations:

•          Urge all parties to the conflict to respect International Humanitarian Law

•          Provide multilateral support to UNAMID in Darfur and take measures to ensure the protection of civilians in Darfur

•          Support the need for accountability and to realize the principle of justice

•          Guarantee that negotiations taking place regarding the situation in Darfur are comprehensive and give priority to an immediate cessation of hostilities

•          Put an end to the attacks on international and national organizations, and lift censorship imposed on the freedoms of opinion, expression and journalism

•          Protect human rights advocates in Sudan

The League of Arab States is the body responsible for the security, progress and stability of the whole region. Arab leaders should show that they can fulfill this responsibility over and above any other international body. A comprehensive initiative, including all parties to the conflict, is needed to provide justice, accountability, fair treatment of the victims, and ensure perpetrators are not immune from punishment.

The peace process must once again be prioritized. The recent talks in Doha between the Sudanese government and JEM gave the League of Arab States an ongoing opportunity to stress the need for a complete and prompt cessation of hostilities, which would protect civilians and facilitate the delivery of humanitarian aid. Other armed factions must now be brought into the negotiations. More time must be given for these talks – they must not be rushed and repeat the mistakes made in Abuja in 2006, when undue haste to reach a conclusion led to a failed peace agreement. The Coalition also recommends that civil society organizations must participate in any future peace process.

خطاب مفتوح إلى القادة العرب المجتمعين في القمة العربية بالدوحة

التحالف العربي من أجل دارفور يدعو القادة العرب إلى تبني تغيير كبير بشأن دارفور

من أجل رؤية عملية وارادة سياسية حقيقة لحل الازمة

السادة القادة العرب

إن التحالف العربي من أجل دارفور يعبر  عن انزعاجه البالغ من الوضع المتدهور في دارفور ، وهو إذ ينتهز  فرصة انعقاد القمة العربية بالدوحة فأنه  يحث سيادتكم ، على العمل العاجل للتوصل إلى حل للأزمة حلا يحقق العدالة  والسلام والاستقرار. إن النزاع يقترب من عامه السادس دون حدوث ما يبشر بانفراج لهذه الكارثة الانسانية.

والتحالف، الذي يضم أعضاء أكثر من ستين منظمة من منظمات المجتمع المدني العربي في 15 دولة عربية، قلق بشأن التطورات الأخيرة بالسودان لاسيما بعد قرار   المحكمة الجنائية الدولية ،ولهذا  فإن الحاجة أصبحت أكثر إلحاحا إلى رؤية جادة لحل الأزمة.

السادة ملوك ورؤساء الدول العربية 

لقد استمر العنف المحتدم  بين الحكومة السودانية والجماعات المسلحة في دارفور بلا توقف الشهور الماضية بما في ذلك استمرار  الهجوم  والعمليات العسكرية ضد المدنيين مما نتج عنه   اضطرار  310،000 شخص آخر إلى  النزوح من بيوتهم . كما ادي القتال في جنوب دارفور ، في يناير 2009 بين الحكومة وحركة العدل والمساواة ، الي تشريد كثر من 50،000 شخص من بيوتهم.  ويوجد حاليا مليونين وسبعمائة الف مليون شخص تشردوا نتيجة النزاعات ويعيشون في مخيمات.

هذا ونحيط سيادتكم علما بأن الظروف المعيشية في هذه المخيمات تنهار انهيارا بالغا  إثر قرار الحكومة السودانية بطرد 13 منظمة إنسانية من شمال السودان وحل ثلاث منظمات سودانية محلية  .  ولا يجد التحالف سبيلا إلا حث  سيادتكم  على إعادة النظر في هذا القرار-والضغط علي الحكومة السودانية لإعادة النظر فيه-خاصة وأن  حياة أكثر من مليون سوداني عرضة  للخطر ويستحيل عليهم الحصول على الطعام والرعاية الصحية ومياه الشرب في ظل غياب هذه المنظمات الإنسانية والتي  قدمت حوالي 50% من المساعدات الإنسانية في دارفور إلى 4،7 مليون شخص –في السنوات الست السابقة –وهم في حاجة حاليا إلى المساعدات ، إضافة إلى ما بذلته من جهود تنموية في في شمال السودان بشكل عام..

السادة ملوك ورؤساء الدول العربية 

إن انعقاد القمة العربية فرصة ثمينة يمكن فيها للقادة العرب أن يتبنوا حلا يعمل على إنهاء الأزمة في دارفور ، على ضوء التوصيات التالية :

·         حث كل أطراف النزاع على احترام القانون الإنساني الدولي.

·         تقديم الدعم المتعدد الأطراف إلى للاتحاد الأفريقي والأمم المتحدة في دارفور (يوناميد) واتخاذ الخطوات اللازمة لضمان حماية المدنيين في دارفور.

·         مساندة المطالب التي تدعو إلى المساءلة وتحقيق مبدأ العدالة .

·         ضمان أن تكون المفاوضات التي تحدث بشأن الوضع في دارفور شاملة ، وإعطاء الأولوية لتوقف فوري للأعمال العدائية .

.         وضع نهاية للاعتداء على المنظمات الدولية والوطنية، ورفع الرقابة المفروضة على حريات الرأي والتعبير والصحافة .

·         حماية دعاة حقوق الإنسان في السودان .  

إن جامعة الدول العربية هي الكيان المسئول عن أمن وتقدم واستقرار كل المنطقة ، وعلى القادة العرب أن يظهروا قدرتهم على الوفاء بهذه المسئولية قبل أي كيان دولي آخر.

فالتحالف العربي يري ضرورة وجود مبادرة شاملة، تضم كل أطراف النزاع،  لتوفير العدالة والمساءلة ومعاملة الضحايا معاملة منصفة وضمان ألا يكون مرتكبو الجرائم محصنين ضد العقاب.  

كما يجب إعطاء الأولوية للسلام مرة أخرى،حيث أن محادثات الدوحة الأخيرة بين الحكومة السودانية و حركة العدل والمساواة قد هيأت لجامعة الدول العربية فرصة حقيقية لتأكيد الحاجة إلى توقف شامل وفوري للأعمال العدائية ، الأمر الذي من شأنه حماية المدنيين وتسهيل تسليم المعونات الإنسانية . والآن يتوجب علي الجامعة أن تعمل بجدية علي ضم الفصائل المسلحة الأخرى إلى المفاوضات ، وإعطاء هذه المحادثات مزيدا من الوقت والجهد، والاستفادة من الأخطاء التي حدثت في أبوجا عام 2006، عندما أدى التسرع وعدم وجود إرادة سياسية حقيقية إلى اتفاق سلام فاشل.

كما يشدد التحالف علي ضرورة  أن تشارك منظمات المجتمع المدني في أي عملية سلام تجري مستقبلا.
