Urgent – Sudan

Journalists strike and warning not to be touched

The Arab Program for human Rights Activists follows up with deep concern, the situation in Sudan due the insistence of the Government to enact a new press law, which detracts freedoms of press and emphasizes the security repressive supervision, especially on the press. Despite of the rejection of this law by the Sudanese journalists, and their insistence to discuss any item of the law related to the freedom of the press with the concerned. However, the Sudanese Cabinet passed the draft law on last April and is discussed today in the House of Representatives.

There are about 70 Sudanese journalists are striking now inside the parliament headquarters and protesting for  the draft law, and a number of representatives had withdrawn from the session which discusses the law to consolidate with the journalists. Meanwhile, 150 members of the House of Representatives convened a press conference in this regard.

The Arab Program for Human Rights Activists follows up hour by hour the situation in Sudan, and emphasizes the complete solidarity with the Sudanese journalists in their fair demands, and asserts the rejection of any law or legislation that violates or even minimize the rights and freedom of press which are originally vanished due to the daily restrictive censorship upon it. Meanwhile, the Program highlights that the Sudanese government's acts are a clear violation of the Constitution and Article 19 of the International Covenant for Civil and Political Rights which is related to the freedom of opinion and speech.

Meantime, The Program calls upon the Sudanese authorities to realize the withdrawal of the new press law off the parliament and cast it for discussion among the journalists in accordance with the international criteria of the freedom of press. Moreover, The Program claims the Sudanese authorities not to subject any of the striking journalists in the parliament headquarters to any kind of harassment. Furthermore, The Program lays the liability of any harm happen to the journalists regarding their personal freedoms or rights on the Sudanese government.

اعتصام الصحفيين وتحذير من المساس بهم

         يتابع البرنامج العربي لنشطاء حقوق الإنسان بقلق بالغ تداعيات الموقف في السودان جراء إصرار الحكومة علي إصدار قانون جديد للصحافة ينتقص من الحريات الصحفية ويؤكد علي النهج الأمني القمعي وخاصة الرقابة السابقة علي الصحف،وبالرغم من رفض الصحافيين السودانيين لهذا القانون جملة وتفصيلا وإصرارهم علي ضرورة مناقشة بنود أي قانون يتعلق بحرية الصحافة مع المعنيين إلا أن مجلس الوزراء أجاز مسودة القانون في إبريل الماضي ، والقانون رهن المناقشة في مجلس النواب اليوم 19/5/2009.

        وجدير بالذكر أن حوالي (70) صحفي سوداني يعتصمون الآن داخل مقر البرلمان السوداني احتجاجا علي مشروع القانون كما أن عدد من النواب قد انسحب من جلسة مناقشة القانون تضامنا مع الصحفيين (150 برلماني) وعقدوا مؤتمرا صحفيا لهذا الغرض.

        إن البرنامج العربي- وهو يتابع الوضع في السودان،ساعة بساعة- يؤكد علي تضامنه الكامل واللامحدود مع الصحفيين السودانيين في مطالبهم العادلة ويؤكد رفضه لأي قانون أو تشريع يهدر الحقوق والحريات الصحفية أو ينتقص منها برغم أن هذه الحقوق مهدرة في الأصل بسبب فرض الرقابة اليومية الصارمة على الصحافة والصحفيين، وكذلك أيضاً لمخالفته لنصوص الدستور السوداني ذاته وكذا لمخالفته لنص المادة 19 من العهد الدولي للحقوق المدنية والسياسية والمتعلقة بالحق في حرية الرأي والتعبير .

والبرنامج العربي يطالب السلطات السودانية بضرورة سحب مشروع قانون الصحافة الجديد من البرلمان وطرحه للنقاش بين الصحفيين في ضوء المعايير الدولية لحرية الصحافة ،كما يشدد علي مطالبته بضرورة عدم التعرض للصحفيين المعتصمين الآن في مقر البرلمان ويحمل الحكومة السودانية مسئولية أي انتهاك يلحق بهم أو أي مساس بحقوقهم وحرياتهم الشخصية.
