Paris and London issued a call to Sudanese government and Darfur rebel groups to:
- Observe a total ceasefire
- Focus on political efforts to resolve the crisis in the region
- Attend Arusha meeting which is hosted by United Nations and African Union envoys. Failure to attend shows disregard for peace efforts
- Both countries indicated they have lots of work to do to secure approval for hybrid force deployment in Darfur.

United Nations human rights commission called on Sudan to:
- Try anyone who is responsible for war crimes in Darfur
- Ensure no assistance to militias involved in ethnic cleansing in Darfur
- Conduct independent investigation into human rights violations

- Concern over human rights violations, which include:
- Killings
- Rape
- Forced displacement
Meanwhile, China defended its position regarding Darfur and urged patience

Sudanese Minister of the Interior Al Zubair Bashir Taha accused the United States of blackmail when it:

Hybrid force will replace the poorly-equipped and under-funded African Union troops, which failed to prevent civil war in Darfur. High-ranking Sudan People’s Liberation Movement accused Khartoum government of genocide and ethnic cleansing in Darfur. And at the same time, the African Union condemned threats issued by Darfur rebels in case their benefits were reduced.
