Telegraph: Uganda's LRA attacks Darfur civilians for the first time. The Lord's Resistance Army, famous for abducting children and maiming its victims, raided a camp for displaced Darfuris in southern Sudan looking for supplies.  The attack raised fears that the LRA now plans to move into the troubled Sudanese region, where the worst of six years of fighting appeared to have subsided recently.  "A number of people were abducted" and three soldiers and two civilians were killed during the October 21 raid, said Kuol Diem Kuol, a spokesman for south Sudan's army.

IRIN: IDP convention - now the hard work begins.  Seventeen countries signed the African Union convention on internally displaced persons (IDPs) after years of preparation culminated in a week of meetings in the Ugandan capital but a lot more hard work remains before it becomes effective, according to observers. "The most important step now is implementation," Julia Dolly Joiner, AU commissioner for political affairs, said. "We need to move from intentions to actions."   For the Brookings-Bern Project on Internal Displacement, it is crucial that implementation is carried out "in a timely fashion and in a manner that makes a real difference to the lives of persons affected by internal displacement in the region, including host communities.  Fifteen countries must ratify the convention before it enters into effect.

DDDC: DDDC to facilitate consultation with West Darfur tribal leaders.  The Darfur-Darfur Dialogue and Consultation (DDDC) will facilitate a consultation with tribal leaders from six West Darfur localities on October 27-28, 2009.  In collaboration with the Zalingei University Peace and Development Studies Center and the United Nations African Union Mission in Darfur (UNAMID) Civil Affairs Department (CAD), the DDDC is bringing together 65 tribal leaders from the West Darfur localities of Bendisi, Mukjar, Nertiti, Um Dukhon, Wadi Salih, and Zalingie to discuss the root causes of the Darfur conflict and build consensus around common ground issues. The DDDC is an autonomous, inclusive, non-partisan process mandated to enable Darfurians to voice their opinions and views to achieve sustainable peace and reconciliation in Darfur.

VOA News: Human Rights Groups Urge Nigeria to Arrest Sudan's President.  A coalition of human rights groups is calling on Nigerian President Umaru Yar'Adua to arrest Sudanese President Omar al-Bashire when he comes to Nigeria this Thursday, October 29 to attend an African Union-sponsored talks on the crisis in Sudan's Darfur region. The International Criminal Court (ICC) has issued an arrest warrant for the Sudanese president for war crimes and crimes against humanity.  Oby Nwankwo, the representative for Africa on the International Coalition for the ICC, said Nigeria must honor its international legal obligation to arrest Mr. Bashir.  An unnamed Nigerian government source was quoted as saying it is unlikely that Nigeria will arrest Mr. Bashir, after all, the source reportedly said, the Sudanese president would be the guest of the African Union.
