Reuters: Sudan may have to delay elections, observers say.  Sudan may have to postpone its first multi-party elections in 24 years due to logistical delays, with hundreds of thousands of names missing from the voters' list weeks before voting, observers said on Thursday.  Carter Center officials issued a report saying Sudan's April presidential and legislative elections remained "at risk on multiple fronts" and urged Sudan to lift harsh restrictions on rallies and end fighting in Darfur ahead of the ballot.

Middle East Online: Justice elusive for Darfur rape victims.  Lawyers from Darfur say antiquated laws and weak investigations make it virtually impossible for rape victims to get justice in Sudan.  They say rape has been used as a tool of war in Darfur, and laws need to be amended so that women do not have to prove that they were to blame for the attack.

Vatican Radio: Sudan Signs Ceasefire Deal with Second Rebel Group. 
Sudan signed a ceasefire deal with a second Darfur rebel group yesterday as, part of a government push to resolve the conflict in Sudan's west before elections next month. Government officials signed the deal with the Liberation and Justice Movement (LJM), an umbrella group of small factions. PBS Newshour: Views of Sudan: Embattled Nation Faces Crucial Votes.  The people of Sudan have two important votes approaching: national elections next month in which they will decide whether President Omar al-Bashir should stay or go, and a referendum in early 2011 in which the south will choose whether to split from the north.

Reuters: South Sudan army, northern nomads clash, 13 killed.  Clashes between south Sudan's army and armed northern nomads killed 13 in the latest flare-up in the oil-producing border region, escalating tensions ahead of April elections, an army spokesman said. Southerners will also vote in a January 2011 referendum on secession from Sudan's north, which they accuse of oppression after a civil war that has raged on and off for more than five decades. Many analysts believe the vote will create Africa's newest nation state.
