United Nations announced it received enough pledges for troops from African countries to participate in hybrid force:

  • Only African and Asian countries pledged troops
  • No European or American pledges
  • Force needs experts and attack helicopters
  • UN hopes to finish force headquarters by October and to start deployment by end of December

Meanwhile, Sudanese government welcomed agreement between rebel groups, but UN envoy said the government was not “too enthusiastic” about some of the platform items.  Jan Eliasson said he and African Union envoy will conduct shuttle diplomacy to narrow differences between rebel groups and the central government

Headline: UN Calls on Rich Countries to help Hybrid Force with Planes

UN officials indicated that:

  • Enough ground troops and police force were pledged by mostly African and some Asian countries
  • There is a need for planes and attack helicopters from rich countries
  • US special envoy Andrew Natsios said non-African countries must participate in hybrid force
  • He also warned Sudanese government against stalling and delaying tactics, and
  • Threatened to use economic sanctions against Sudan if it did not cooperate

Headline: 3659 Sudanese, Many from Darfur, Arrived into Israel in Past 3 Years

 A study prepared by American University – Cairo – law professor Michael Keagan indicated:

  • 3659 Sudanese refugees arrived in Israel since 2004
  • 24.5% were from Darfur and 61.5% from Southern Sudan
  • 49% indicated they were tortured while in Sudan
  • 71% said they were abused either physically or verbally in Cairo
  • 86% were classified as refugees by UN High Commission for refugees in Cairo
  • Most of them were between the age of 18 and 35
  • 55% were not married and 61% were without children
  • Israeli public and politicians were divided between returning them to Egypt and providing them shelter till a third host country is found

Headline: Khartoum Denies Darfur Rebels Claims They Downed a Government Plane

Justice and Equality Movement field leader, Mohamed Hassan Ibrahim said:

  • His fighters downed a Russian-made fighter place Mig 19 used by government force in bombing their position
  • Government forces used 3 Mig planes, 2 Antinov planes and 3 helicopters in the bombing, he added
  • But government official denied its forces bombed any rebel positions
  • Meanwhile resumed inter-tribal fighting killed 18 people
  • Torjam tribe blamed the fighting on government of South Darfur for failing to implement reconciliation agreement

In the mean time, UN refused to transport rebel field leaders who were in Arusha to meet with officials in South Sudan saying it is obligated only to take them back to their positions in Darfur

Headline: President Bush Thought then Dismissed Invading Darfur…US Warns Sudanese Government against Refusing non-African Troops

The New York Times indicated that President Bush:

  • Thought of sending troops to Darfur, but
  • Condoleezza Rice convinced him that it was a bad idea to declare war on a new Muslim country
  • Instead the Administration adopted a strategy that encourages multilateral approach
  • It encourages peace between the government and the rebels
  • It also encourages a more visible role by Muslim countries such as Saudi Arabia and Malaysia

Sudanese official discounted the report as consistent with Washington’s overused threats.
